All credit goes to "AchievementPredator" I must have spent about an hour searching for Olympus heights and managed to find this vid after searching many sites and forums. The video shows the route to olympus heights as I havent seen a description of how to get there and also don't think the location is obvious.

If you kill him there and then you will not be able to get the achievement since he is needed to open the door of him room at Olympus Heights. Once you reach Olympus Heights you will see two splicers dancing, shoot them and Sander Cohen will appear. From there kill him, go into his room and also use the power to the people machine in his room to upgrade one of your firearms. You do not go to his apartment until the level "Olympus Heights". Once here, explore the apartment area within the level and you should find his apartment on the ground floor.
If you haven't killed him, it'll open right up for you like any other door and you can enjoy the many oddities and surprises awaiting within User Info: Jezmm. This makes no freakin sense. If you still had to kill him in order to get the keys, how come you can only open the room once he is in his apartment? Luckily i got a savefile before i entered Fort Frolic, but it was like near the final boss so i decided to run the new game plus instead.
I decided to kill Cohen back at Fort Frolic. Complete the tasks that Cohen assigns to you in the Fort Frollic area where you first encounter him. When that is done, Sander Cohen will come out to personally congratulate you, giving you a chance to kill him. Let him live and continue through the game. Find Cohen's apartment when you arrive at Olympus Heights much later in the game.
Head straight down the main street where you first enter the area until you find the Mercury Suites section.
